What levels does your area have for competition? We live in has Rookie (beginners), Challenger (Intermediate) and Champs (Advanced).
Supposedly, if you compete at the Champs level, you can't move back down without petitioning the USTA. However, I see it all the time were somebody will play and win at Champs and then continue to play in Challenger events as well. I think that at the most, we should have Rookie and then Champs, forget the Challenger level. What do you think?

5 Categories (Divisions), by the official Argentinian Asociation of Tennis.

The regular Association level is like:

ATP Buenos Aires:
Challengers:
Futures / Satellites:
---------------------
Div 1
Div 2
Div 3 (A1)
Div 4 (A)
Div 5 (B1)
---------------
B
C1
C

B, C1 and C are categories for rookies, lower than NTRP 3.0.

How do those levels work? How do they determine who plays where?

In my old city, we had unqualified players (ZAT level), champion players, and super-champion players. You had to accumulate points to move to the next level, and couldn't move down or play in a lower level after moving up. Exceptions include people that change age-groups.
