Strung tightly, with a good, short Eastern forehand (4.5 +), strung pretty tightly. How would that work out?

I wouldn't think so good. I don't know if you aren thinking about doing this, if it is, shortening your strokes isn't the right way to go about it.

If you're stringing tightly to decrease power and buying a PD for an increase in power, what's the point?

Try it at a reasonable tension. I think you'll be surprised.

Thats how one of my coaches in a clinic plays and he hits a nasty forehand.

Yes, a reasonable tension and a decent amount of topspin will keep the ball in the nicely. Stringing too tightly could likely cause arm pain at least in my experience. I've been working this week on making the switch to SW from eastern to more effectively use my PD. It's not a bad switch and you can get some nasty spin with a PD.
