I think it's usually mentioned with pronation on serve. If you stay sideways to the baseline and try to get under the ball then you arch your back and open your shoulder up. It helps to pronate more which is crucial element for twist serve (kick).

I would imagine that this is referring to making your shoulders more square so they would be more parallel to the baseline. I do this on my slice serve to help get my racket round the ball better which gives more spin but on my flat I don't open them up.
