Does anyone know what the college tennis level is at using USTA ratings? I'm currently between 3.5 to 4.0 and I'm not sure if that'll be enough to get me into the team.

4.0 would not be good enough to play at any division I or II school, maybe get you on a D III school though.

3.5-4.0 might not even make it onto d3, maybe a weak d3 school, but probably no chance at d2 or d1

Might depend on the school and the situation.....if you are a rated 3.5 but have good technique especially in one or two areas(say huge forehand, big serve etc)and show a lot of potential with good athletic ability I could see a D3 coach taking a flyer on you. This coach would expect you would improve quickly as you would be under his or her control with focused hitting on improvement areas.
I would suggest you continue to pursue it and practice. My son played D3 tennis in Ohio and there were years where the coach kept everybody looking for potential and to have enough bodies to fill all the match slots.....further I don't think the coach cared about USTA ratings - more interested in his observations. My son played no 1 singles for 3 years in HS, I don't recall he ever had a valid USTA rating for example, could be wrong but I don't remember it. We avoided the USTA tourney deal cause he had other interests in other sports too.
Keep playing, pick a school you like that has a tennis program and go for it is what I would say.....get some good tennis instructional videos(search the forums I think there are a lot of internet links to be found) and maybe get a little coaching to focus on improvement areas.

I have a question about college level tennis. Say in a D3 school, is it always pratice and no time for academics or is it like highschool tennis where they have about a 2-3 hour tennis practice everyday but still leave you with extra time?
Thanks!

when i played in college i was equivalent to a weak 4.5 player and i was the last player on the team (a walk-on if i may also proudly add). the coach put me on the team because of my work ethic mainly and my recklass style gave the big hitters problem during try-outs. i managed to improve to play number 6 in one away match and maybe two double matches against weak teams at home. the competition in the top six was really fierce and i knew i was out gunned but it was great fun. would not trade the experience for anything.
unless you are the best (top5) 4.0 i would not get my hopes up for a serious Div. 1 school but certainly community college or Div. 2(3) no doubt.
Go For It! none the less.
take care,

If you are a "solid" 4.0, you could play low in the lineup at an OK D3. I would think the Top D3 schools would be out of your range.
If you are a marginal 4.0, solid 3.5, then you'd have to go NAIA (not the very top schools) or D3 that doesn't have a real strong program.
