three eights

I've been having inconsistent forehands lately and i would like to put it to rest. I would like to have a powerful, top spin forehand that'll kick when it hits the ground.I used a semi western grip and do the windshield wiper thing with a medium swing.
At what angle do i make contact with the ball? is it 45 degree angle closed and pushing forward at the point of contact? (to generate top spin?) Or is it somewhat parallel but with a heavy "up" brush?
I'm not sure where and how to make the contact which often results in high low-powered balls or flats. Please help.
Thanks.
