My friend told me that if you have an ATP-raking you get a discount at TW. Can somebody confirm this?

You need to be a current member with the ATP or WTA. The ATP/WTA provides us with a list of players that receive the discount. Give us a call to see if you are on that list. Please note that the discount applies to personal gear only. If you have any questions, please contact the appropriate governing body (ATP or WTA). Thank you.

You have to be an ATP Member to get the discount, not just someone who managed to scrape out a few points. There is a difference.

Well then go to the ATP site, pay your dues, sign up, and find out. I'm sure they will give you all that info when the check clears.
