USTA also have a similar type of program called QuickStart Tennis.

The lower pressure balls help out younger kids by not bouncing as high as the regular balls. Making it easier for them to rally.

I've also seen low pressure balls (as well as the big foam balls) used as warm up for older the kids. Since it takes more effort for them to get the balls deep, it forces them to to hit out on the ball. Getting them ready for for when they bring the real balls out.

Foam balls are great... but pressureless balls are, imo, pretty terrible. They just don't feel right and aren't used frequently enough (in the US) for most players to develop any sort of comfort w/them.

I believe that you are talking about low compression or low-pressured balls, not pressureless balls. Not the same thing at all.
