junior rankings and tourneys

so im about a self rated 4.0 player. i am about to turn 16 and i wan t to start doing usta. now money is a problem for me and the costs to join a tournament over here in norcal is like 40 bucks each. is there a way to get fast points without spending much or too much. also for anybody who might know or can give a guess. how well does a 4.0 junior do in usta. like whats the average rank. whats the average rank if i were to join 18's?

Some tournaments cost like 80 dollars. I think the lowest i've ever paid is 23 dollars.

Probably not good enough to "win the tourneys you can afford to enter"...at least not in a fairly strong section.

i play 16 open tournaments aginst the top 100 of the whole norcal... since u live in alameda, me and shuld hit one day maybe playa cuple of sets and that should tell you how good you are...
