To go from 3.0 to 4.0 in about 5-10 weeks
When you are busy with school but have nothing else to practice while taking lessons from people

no, unless you reach some state of tennis enlightenment where you can do no err and focus on every single ball while practicing. I mean, you could potentially become a 4.0 in that timeframe, but you would be a pusher. Your game wouldn't hold up anywhere past the 4.0 level and it would take a while to undo your "pusherness".

Sure, just advance no more than .2 to .1 per week or 0.028714 to 0.014286 per day.

you should really plan out your practice then if you want to improve by that much.
Example:
hit alot of forehands and backhands crosscourts one week.
the next week do down the lines.
the next week do volleys.
the next week do serves.
the next week do fitness everyday.
Just plan it out, that is the key.

Why not have a 3 1/2 hour practice?
45 mins- crosscourt shots
45 mins- down the line shots
45 mins- volleys
45 mins- serve
30 mins- fitness?
