what's the best place for a national chain and how much does it typically cost?

I'd say Saks or another high end department store for a national place to go. Find a good local tailor and you'll be glad you did. Most of the time it has cost me around 20-30 if it is not included.

Why go to a national chain?? The tailor there doesn't particularly care if he ever sees you again. You need a little local tailor shop run by an engaging Italian fellow who wears tapered satin shirts and fine slacks with considerable "break" at the top of his shoes.

Good luck with that. Much more likely the tailor is going to be Asian...

I suppose....most of the waiters in the local Italien restaurants are filipino.
