I have no hitting partners and a wall is not available to me. I need one man drills to improve my overall game. Any and all tips would be appreciated.

footwork drills.
Shadow stroke. Mirrors.
Then watch some pro players on TV or vids.
Now match your strokes with theirs.
Now repeat each stroke 4,000 times over the course of the winter.

Since the serve is the most important part of the game...maybe just practice that heaps? Use proper form though.
If you think about it, if you've got a good serve, you should be able to hold your serve every time. And all you gotta do is break him once.

Practice hitting every type of shot from a dead ball toss to any and every point in the opposite court. Especially hitting lobs from well behind the baseline.
I suspect if he can find a dry court, he can find a partner thru the telephone or whatever.
Maybe it's winter, no indoor club? 3' of snow outside?
That agility test would be great using a third cone. Then he'd need to do his moves both directions.
I suspect THAT particular agility training is only part of the tests. It doesn't directly help with tennis, as it only teached patterned feet movements.... meaning it helps when your opponent hits the ball exactly the same spot and way.
No, you need quick one, two, three, and four steps ending in a hitting position, then recovery back to split the court.
