when hitting a semiwestern forehand with an open stance, do you keep your arm loose and let the momentum from your upper body rotation bring the arm foreward to hit the ball?

Are you suppose to rotate your body FIRST and then the arm comes?

Or are you suppose to swing and rotate at the same time?

For me, depends!
On a really fast moving incoming ball, maybe just arms.
On a slower moving incoming ball, employ shoulder turn, arm and untwist.
On a slow moving incoming ball, employ full shoulder turn, full feet turn, and uncoil with the full kinetic chain.
That's why, when you see a really good player hitting, sometimes he appears mechanical or just arming it. He's not employing his full swing motion yet.
