I ran into a guy that was WAY above our league rating. He even admitted to playing half-speed. I found out he's an appeal player. I guess he appealed to play down for whatever reason.

So who decides to say yes or no to an appeal? The coordinator?

So who decides to say yes or no to an appeal? The coordinator? The computer. If your exact rating is within 0.05 points of the level you want to appeal down to, your appeal will work; if it is not, it won't.
