Bhupathi was just referring to players who skip out on testing and don't cooperate.

He didn't explicitly imply anything about players doping.

Yep. He just states the obvious: apparently there are players who somehow manage to sneak out of the controlling (for whatever reason), and as such, WADA is forced to set their rules more strict. Not WADA's fault, blame those players.

Eh, no. He says the stricter doping rules are a result of a lot of players cheating. It's quite obvious that he means doping. Your interpretation is absolutely ridiculous as skipping a test would always have landed you a nice long ban. These rules doesn't change that at all. The players need to cooperate to weed out cheaters is a response to the criticism against the whereabouts system from top players.

Seriously people, the previous system didn't allow you to "sneak out of drug testing"... It was never that big a joke!
