Rating bump after early start

How are some people on their old (lower) level when early starts are published, so they register for a mixed league at the lower level, then get bumped up when the official 2010 ratings are out? i.e. why weren't they "early started up" in the first place?

I thought mixed results didn't count for the gender-specific leagues?

Because the ESRs didn't account for the "correction" USTA made in the ratings at year's end.
