Where exactly should I put lead tape if I want to increase weight but keep the balance the same? I know it's at 6 o'clock but is it on the throat, under the bumper or on the hoop? A picture would really help.

Without a balance board, you could just stick your racket hanging off a table and see at approximately what point gravity pulls it off the table. I'm sure there are other methods too.

I haven't done this myself, but it would seem that you could measure the distance of where you put the original lead tape from the balance point, and then put the same amount of lead tape the same distance from the balance point in the opposite direction (likely on the handle, under your grip). AFAIK, that should keep your original balance the same. To me this makes sense, but maybe other racquet customizers can chime in here...
