That's something, all right. Those ankle shackle things remind me of Cool Hand Luke.

This was obviously from several years ago...strange that Federer doesn't seem to look a lot more massive these days a la Barry Bonds, etc.

One question: when he's pushing lighter weight at a faster pace isn't that developing explosive power? Or am I wrong? I never hear anyone talk about this as a form of workout. You always hear about low weight/high rep (or this could be it) or you hear high weight/low rep.

yes power is strength/time. I believe this is why crossfit does so many exercises at a fixed weight but for time.
