In basketball they usually sit out a year. Someone told me that Drew Kells who had a nice start as a Frosh but was about the 8th or so best player transferred to Santa Clara and didn't need to sit. He's now one of the top players there.

transfer players are only required to sit out when they transfer within their conference. For instance Kallim Stewart transfered from cal to ucla and is sitting out this year.

Also they must sit out if the school does not grant their release, otherwise NCAA allows a player to transfer to another school with no penalty.

Actually, he is not sitting out this year. I watched him play at the National Team Indoors a month ago.

Conferences can set their own rules concerning transfers within a conference. Different conferences definitely have different rules.

The NCAA only sets the rule about sitting out a year for some major sports like football and basketball. Most sports have no such NCAA rule, but some conferences do.
