Topspin and Flat, which to do and when...

Are topspin shots more for baseline playing and flatshots more for service line? when i put spin on service line it tends to go out. So as you approach the service line, should shots get flatter?

I'd say yes because you want to put those away.

Oh God, here we go again. The purpose of topspin, well at least of the major benifits, is that it brings the ball down into the court faster. If two balls are hit with the identical amount of force, the one with the greater amount of topspin will not go as long. Therefore, one can hit harder and higher balls using topspin than hitting the ball flat.

Now, having said that there are certainly many other factors to be considered.
