A self-rated player just moved here from France. She wants to self-rate at 4.0.

She says she did regional individual tournament and played in a ladies team at National 4 level there. She thinks she is higher than a 4.0.

Any idea whether she would be a real USTA 4.0? I worry because the USTA rating descriptions are so misleading.

Yeah, I know I can meet her and hit with her, but I'd like some idea whether it's a good use of time or not.

Ask her what her rating in France was. Was it 15/3, or 15/4? From my experience, the following conversion chart is pretty accurate:
