It depends. What string are you using?

Take any polyester and string it at 70# if all you care for is the control.
Try Gosen Polylon Ice 16 at 55 lb for starters (and before you start shelling out serious $$$ on anything else). Control depends a lot on your technique and arm strength. Everything else is a distant second factor. Some pros string their rackets in 40's and still get more control us mere mortals can only dream about. Don't be fooled by all the compulsive string testers out there (and here). Pick something you like the feel of and work on your control skills. Equipment wise, your frame and string tension have a lot more to do with control than a particular string brand/gauge.

In any case, WeissCannon Scorpion 1.22 or Silverstring 1.20 should give you exactly what you're looking for. String at 55 and tweak from there.
