Really, I don't think anyone can answer your question based on the single fact that you're a 4.0. Assuming you're playing with hard hitters, I think the general opinion is that you're better off with a more HL racquet that's heavier for stability.

But if you were to choose between these two racquets, the Tour LTD seems more stable (thicker beam, a bit heavier static weight while being 2 HL), but it's also a heck lot stiffer at 73RA. If you have arm problems, it's better to go with the normal Tour at 63RA. That's really the biggest glaring difference in my eyes. You can always use lead tape to customize the racquet.

I have not used the Tour LTD, but have played with the BLX Tour. I have played against 4.5 players with the Tour and done well. It holds up to heavy shots and is capable of delivering good depth and nice spin. It has a high swingweight, close to 340, so you get nice pace. Also, very, very comfortable racquet to hit with due to 63RA stiffness.

BLX Tour Ltd. is totally unplayable, it is not designed for 4.0. BLX Tour is OK. It is a player's racket with a pop. It is pretty maneuverable, I question SW of 340 posted on TW.

It is a good question. I (4.0) play with the BLX Tour, usually with higher skiled partners and have no problem (other than timing...often enough) returning powerful groundstokes.
My problem is (sorry for kidnapping the post) in choosing between the blx tour and the prestige mp. I love the prestige but I need more power from it (and better technique, fitness...) - any suggestions (strings / other racquets)?
