When adding lead to the racket is there a basic way of knowing how head light of head heavy it is by going from the rackets specs, the location and amount of lead added

Just balance it on the edge of a counter top and measure how far that balance point is away from the frame's mid point.

I like to run a tape measure away from the edge of the counter and balance the racquet directly on top of it. Then I can read the measurement by looking straight down across the flat end of the butt cap while the racquet is balanced. That measurement tells me how far the balance point is away from the bottom of the grip.

Every 1/8" equals one point of balance.

Same as above, put racquet on table and push handle over edge till tipping point, then measure.

You can use TW's online tool also to see if the results match up with theory.
