Also, you can do pushups, but move your hands further down and make a triangle, that works the triceps.
Bench press (any of it's variations), shoulder press, and dips are all good compound exercises that will give you tricep strength while also strengthening other parts of your upper body. In my opinion, weighted dips are probably the best, but be careful to do them right or they will mess up your shoulders.

Agree with Vin that the Dip is the most effective tricep builder. To really hammer your triceps, pre-exhaust them first by doing bench presses, then target them with a tricep specific like dips, kickbacks or "skullcrushers".

Go to the link Mikael posted. Skullcrusher is another name for a Lying Triceps Extension. Look under Barbell for it. Look under the Dumbbell list for Kickbacks. Look under the Assisted list for Dips.
The exrx.net site is a great site for learning all kinds of diifferent weight exercises.

The inside of my shins really hurt. Is this shin splints? Or are shin splints only pain in the front of the shin?

This can be shin splints. Horrible one... Go to a doctor. Change our shoes, stop running on hard surfaces (or even stop at all for a while).
