Hello
I'm palnning to get a stringing machine.
I'm thinking of getting a 30" Silent Partner
Electronic Stringing Machines from SP Tennis.
How is this machine?
Does anyone have a better recommendation
for a beginner?

I don't trust the cheap electric machines. I usually recommend the SP Swing or Gamma X-2(or ATS SS II) for beginning stringers.

If I were buying a crank machine I would chose the combo 910 from Eagnas $595

Drop Weight I would buy the combo 710 $349

Both machines have great clamps and come with the spring assisted base clamps. Also the drop weight has a ratchet tension assembly like my machine; it does make stringing using a drop weight easier.
Electric
I have been in the market for a good electric stringer which does constant pull, and I would go with the Silent partner DG from sptennis.com. It has about everything you could want, plus it is a true constant pull machine. Price is $1000.
Just my picks, lot of good machines out there, but these are what I found to be the best values.

Lot of people knock drop weight machines, but Martina Hingis mother used to string her rackets using a drop weight machine while they were on tour.
