What do I do if someone hits me a very hard shot at my right shoulder (I'm right handed). I can't really volley that way and sometimes the shot is so hard I don't have time to take a step to hit a backhand volley. I tried just holding my racquet, to cover my right shoulder and its really awkward.
Another question is what do you do if you get a really low ball. Do you back up (like a step) and let it bounce and hit it or do you just bend your knees and step up?

Holding it over your right shoulder shouldn't be too hard, you can **** the racquet back and rip it. When it's coming in at your right hip, it's the hardest volley to do.
Because of the awkward wrist position, just like you said.
If you can, take it as a backhand volley. Much less awkward position. The only way you can deal with these hip forehand volleys are...not taking it as a forehand volley, and reacting quickly and moving so it's not coming at the awkward position anymore.
Stepping back in volleys is pretty stupid. Most of the time if you try to do that you'll sacrifice position and you won't have time to step in. Your volley will be a floater. Step IN. Take it as a low volley, before it hits the ground. Or if you have to, a half volley, take it right off the bounce as soon as it hits the ground.

On the low volley volley, bend your knees good, and try to hit it deep, be prepared for the second volley.

in order to execute a FH volley in that situation:
- pivot on your left foot (on its toes)
- take back your right foot, in order to rotate your body and create a more favorable angle and space for the racket
- grip well the handle
- short punch into the ball (usually the energy of the incoming ball should be enough; use the strings)

Depending on how tall you are, let it fly by because it'll probably go out anyway. You said it was a hard shot and if you're a good volleyer, you wouldn't be hugging the net anyway, so the ball is probably a flat linedrive which is a prime candidate for sailing long.
