Sometimes I see some amateur player hit a kind of special serve, the racquet face is not downward or horizontal to the ground but instead is a bit open during collison, they brush the ball from low to high of the racquet face, I believe that they are serving backspin serve, the ball bounces fast and low similar to sliced groundstroke. How do you comment on this kind of serve?

Comment on the serve? You mean deal against it or try to teach them the correct way? To deal with it you can start by bending you knees and taking a short backswing. I've only seen it by one person who can hit a moderate serve this way though inconsistant. The ball speed wasn't fast but the ball was pratically sliding on the ground, you really really have to bend you knees well for this.
As for fixing it, I don't know, suggest they go to a coach, if the overall motion seems fine then just fix the open face at contact.

Actually most of the players who serving this backspin serve are woman players, they are relatively low in height so the ball travel in air for longer time with backspin and at the same time they need less energy for serving.

You're right about one thing, backspin serves are caused by hitting with an open face at contact and are usually used by new players. What you're incorrect about is that the motion is from high to low, not low to high, and is usually hit with a waiter's wrist and ends in front of the body. I wouldn't recommend learning this serve because the only way to get the ball in the box is to hit a loopy, slow serve.

Would this serve recommend for kids? Or kids should better learn topspin serve from start?

I would reccomend starting them off with a good start. Why teach them wrong technique in the beginnning? Are you a coach? Are you plannning to become one?
