I am debating whether to string my Wilson 5.1 surgeX 58 or 60 with Tecnifibre NRG 16 string. I know someone on my other post mentioned to put it at a little tighter than recommended and 58 is the "optimum" so do you think 60 is a good tension, or does it really not matter?

i'd go for 58 because the surge is a control oriented racquet with good bounce.

I doubt you will ever notice the difference between two lbs of stringing tension. The reason I use the term "stringing tension" is because I guarantee that no matter what machine you use or how good of a stringer you are, the strings will not all end up at the exact same tension, most will not be at 58 lbs anyway, and if they do, they certainly will not still be by the time you ever get to the court. By the time you hit your first ball having it strung at "58 lbs", the tension will probably actually be closer to 50-53 lbs.
