heres the wierd problem i can hit hard flat shots but when it comes to those topspins i cant hit then hard worth crap when i swing at them it usually hits the frame or it puts alot of spin on it and its really weak. so how do u go about hitting harder top spins. i use a semi-western grip for most if not all my forehands

Remember that even when hitting topspin you need hit through the ball toward the target. You need to find the right balance of down/up "brush" and back/forward "drive" in your stroke. A good pro shuold be able to get you headed in the right direction pretty quickly.

You might be trying to use your wrist to get the racquet to "roll over" the ball. This usually doesn't work.
Try hitting your flat shot, but loosen your wrist so it racquet head drops lower, and use your legs to propel yourself upwards. This is the easiest way to hit topspin, and doesn't require you to consciously change your stroke.
