What is the purpose of stringing with different strings and at different tension? Is it only for those who break strings regularly? How does it help one hit better?

String breakers tyically break mains first, so using poly for the mains can add durability, but a full poly job can be rough on the arms and lack feel, so a softer string is used in the crosses to help in those areas.
