Obviously it's made by Topspin. Apparently Topspin is being distributed to a single retailer so it hasn't made big news yet. I have not tried the racket but it's most likely another Prestige copy that is lighter and lacking CAPS.

Topspin (germany) used to produce custom frames, similar to what Vantage tennis does now. They were fairly popular (about as popular as vantage, now, IIRC) about 4 years ago (i'm guessing on the year, now). They used to be in the US market pretty big, with poly polar as one of their "flagship" strings. The US distributor, from what I understand, went under, and their products were "discontinued" until recently in the U.S.

The CL603 is just a model of theirs with a certain baseline spec, and could be customized to preference. I don't have their old, old sales brochure anymore, or else i'd look up the baseline specs...

According to and old issue of Racquet Tech Magazine (March 2002) - CL 603:

    93 in2 headsize
    27" length
    342.2 g weight
    32.75 cm balance
    12.9" balance
    66 flex
    322 swingweight
    18m x 20c
    19.1 - 19.6 beam

Sold for around $150 new. Looks kinda gold black and yellow in the small picture.

The US distributor was the same guy that was selling Poly Polar String. His old phone number was 952-920-1603.
