Can bumped-up players play in January sectionals for 2019 Fall league?

Our club’s 4.0 team won the USTA Men‘s doubles league in the Fall season that ended last week to qualify for SoCal sectionals that will happen in late January. We had 11 players qualified for the playoffs, but I just saw that three players have been bumped up to 4.5 in the year-end ratings that just got published last night. Are they now ineligible to play in Sectionals?

Also, do players that get bumped up (previously self-rated and playing first year in USTA) in the year-end ratings have any grounds to appeal down their rating? I am new to USTA and apologize if these are basic questions.

Each section is allowed to determine how to handle this scenario up through Sectionals. You'd need to check your regulations or with a coordinator.

And players that are bumped up may appeal their rating on-line, and if they meet the criteria (within a tolerance of the bump threshold and a few other things) it will be automatically granted. They would then become a 4.0A, the A indicated they appealed and they would then be subject to strikes and being DQ'd/promoted if their rating gets too high during 2020.
 
As an example, here is an excerpt from the Middle States 2020 regulations.

Early Start Leagues: 2.05B3(b) Players who are found to have valid computer ratings, after the appeal process, that place them above the NTRP level at which they are competing may continue their participation at the lower NTRP level through the conclusion of any Early Start League in progress or until such other date or championship level as determined by the Section. They shall not be permitted to advance to any National Championship at the lower NTRP level. Prior team matches played are valid. Players whose year-end rating is “clearly above level” must move up immediately. In Middle States, players must move up not later than the end of the local league. Players may not advance to championships with the rostered rating if they are moved up.

So in the case of Middle States, it seems like you can play through the end of local league play-offs with prior ratings for early start leagues but for sectionals would need to play at the new rating level.
