Can somebody who was bumped to 4.0 at the end of this year

keep playing in a 3.5 league??. She was bumped in the middle of the playing season to 4.0, she was registered for a 3.5 league which is still in play. Can she continue playing matches against the 3.5 players?

No. If she was bumped mid-season, then that means she was DQ'd at 3.5, correct? That would result in all of her 3.5 matches being recorded as losses (regardless of score or who did win). However, she can play at 4.0.

You can play up, but you can't play down.

If the OP is talking about someone playing in an early start league that started before the national ratings came out, and who was then bumped in those ratings, that is not a DQ. In this case, the answer (at least in Southern Section) is that she can continue to play 3.5.

A quirk of the early start system is that when the year-end ratings come out, the matches already played in the early start leagues are reprocessed using the year-end ratings. This makes sense - the 2009 year-end ratings are for use in the 2010 championship year, and the ES matches already played are for the 2010 year.

This can result in players being DQed for matches played weeks or months ago. Because of the general move up in the 2009 year-end ratings, this caused quite a few DQs this year.
