Well recently, i bought a Dunlop 400g (old frame) for $50. This frame is great! The only problem i have with it is that it's a bit short for my liking at 27 inches. Everything in my game has improved except for my serves, my serves took a huge step back! Is there any way i can apply lead tape to improve my serves somehow? Thanks.

You are talking about 2 different things

    Lead Tape=WEIGHT

Your complaining about the 27inch size. You could get a extended buttcap make it 27.5-28 inches.

Try choking down 1/4 inch or so. It will make a large difference on the serve.

Choking down will give you more power but less spin due to higher swingweight. Choking up will give you less power but more spin.

As mentioned, lengthen it with an extended butt cap. That will also increase the weight at the same time. A lengthened racket is definitely more powerful than it's unlengthened state.
