I just noticed that I am not sure what the lower number marks on my tension bar are. At the 55 lb mark there is the number 18 almost right next to it. I thought it was supposed to be kilos, but 18 kilos is only 40 pounds. Is my bar defective?

On many dropweight machines, the actual weight is in two parts. You remove part of the weight for lower tension jobs, and that's when you use the lower scale on the bar.
