Another one of these, but for the U.S. Open, I think more variety here:

Jim Courier
1 Final loss to Edberg (Two Australian Open Titles)
Additional 2 Semifinal losses to Sampras (won one)
3 Masters Titles
13 Total Hard Outdoor Titles, additional 4 Indoor Hard

Michael Chang
1 Final loss to Sampras (Additional Australian Open Finalist)
Additional 2 Semifinal losses to Rafter & Edberg (both won)
7 Masters Titles
18 Total Hard Outdoor Titles, additional 3 Indoor Hard

Bjorn Borg
3 Finals losses to McEnroe twice and Connors
4 Masters Titles
4 Total Hard Outdoor Titles, additional 3 Indoor Hard

Todd Martin
1 Final loss to Agassi (Additional Australian Open Finalist)
Additional 2 Semifinal losses to Agassi and Safin (both won)
5 Total Hard Outdoor Titles

not quite the essence of what you ask for but djokovic has four runner ups and just 1 tittle, for such an increíble hard court player he is that can be considered low

I voted Michael Chang because of the 7 Masters and the 3 losses in his closest bids. I mean, he got Rafter and Edberg in their primes and Sampras was Sampras.

An insane 18 total hard outdoor titles.

Jim Courier comes close behind because of his two AOs.
