I got a new, strung Head FXP Radical OS from Tennis Warehouse. It weighed 10.85oz but the specs on the website say 11.3oz strung.

I contacted TW and they said racquet spec tolerances are approx. 10 grams. Here the difference is 0.45oz = 12.76 grams. I have weighed other racquets from Wilson and Dunlop before and they have been accurate spec-wise.

Anyone encountered this problem before from Head racquets? Is Head's quality control worse than other brands?

I don't want to jump to conclusions or make accusations, but my Head Liquidmetal 4 is suppose to be 1 point head heavy. It felt much more than that so I checked it with my other one. Turns out that one of my LM 4 is more head heavy than the other. I got them at the same store, same aisle, and same hook. Why?

It was bought from an "unauthorized" dealer. What should I do? I'm just kidding about the this part.

I got a couple of Microgel Instinct racquets that weigh up strung at about 12 ounces or very near to that.
I was happy to see that they aren't as light and whippy as the specs claim they are. I wouldn't have purchased them if they had been.
    They are great as is.

I just checked the printing on the racquet and it says 10.4oz unstrung. Add 0.5-0.6oz for string and the weight seems within spec. So I guess the spec on the website was incorrect.

Maybe you bought the Team version of the FXP Radical OS?

Strings vary in weight. Use a 15 or 16 guage poly and see if you don't get closer to your target weight.
