When I set the tension and pull the drop weight, I then proceed to take the flying clamps off but when I do take the flying clamps off to clamp the side that the tension has been pulled towards, my tension bar drops to its rest position. Is this normal?

Does this happen just once, or every time you pull tension? Sounds like you have some slack in there somewhere. Are you sure your clamps aren't slipping?

every time, and I really don't think that I leave any slack around. I'm supposed to put the clamps on the side where the tension is pulling rihgt?

Yeah. Have you tried tightening the clamps a little? If they are slipping, that could cause the arm to fall when you remove the clamp.
