    Don't know.

    At a guess:

    Plate under rug on floor attached to a pole with a 90 degree bend (disguised as the stick) that's connected to a smaller seat that he's sat on.

    you can see the outline of the counter weight under the rug. the rug is a dead giveaway unless your city has no throw rug ordinance.

    or it's magnets that keep him up but strong enough to keep him there and pole helps keep him in place.
