Does anyone know if a flex rating is relative to the headsize?

For instance, two rackets have the same flex rating.
    Racket A is 85 sq.
    Racket B is 95 sq.

Would racket A feel and play stiffer than racket B?

Or is it progressive, and both rackets play to the same stiffness regardless of headsize?

    Cheers,
    n.

Those stiffness ratings (at least the accurate ones) are a measure of flex per amount of force that is often transferred to an arbitrary number on a scale. Those ratings inherently take headsize into account. Racquets A and B would be equally stiff.
