Is this racquet still playable with the paint chips?

    Those don't appear to be just paint chips. They look, to me, like slight fractures in the frame itself.

    At first I was like are you kidding? That's nothing! Then after the first pic I realized that it looks like the throat is cracked. Pass.

    I'm sure it will play fine for a few sets....but if you hit with lots of pace/topspin you risk cracking the racquet further. Also, if I had to string that racquet I would warn the owner about the chance of it cracking during stringing.
