How would you judge a 4.0 player with pro-level equipment and clothes? Been wondering for a little while now

I don't judge people by their clothes.

Those kind of players have been around forever. Don't judge, it will get you beat.

Since when does clothing or equipment have anything to do with level or visa versa? Just play tennis.

Personally, equipment is a large part of the enjoyment of tennis for me, as I suspect for many. I also don't like looking like I just mowed the lawn when I play. Does that mean I'm a 5.0 or more - no.

Among juniors this type of thing has been going on for years. Many kids, mostly boys play in mismatch outfits and just grab the first thing they see to wear in the morning. Kids who match and have top dollar equipment may stand out. If they are not the strongest players some kids may have jeolosy about it. Don't judge a book by its cover. Just play tennis.
