What is the proper thing to do about lead tape at the 12 o'clock position while stringing? Are you supposed to leave it on and let it get smushed by the mount, take it off and reapply after finishing, or other?

If you are talking about your personal frame(s) I would suggest relocating the lead under the bumperguard. It takes some effort, but it's worth it if you're sure you like the setup.

The current setup might not be so big of a problem if you use one layer of lead tape, but the smushing gets worse with multiples thereof.

I've also seen people leave a gap right in the center where the stringer grips the frame.

If it's for a customer, warn him or her of the potential smushing.

can you get it under the bumper without having to buy new grommets?

Sure as long as the grommets are not flared like some yonex and babolat grommets.
