So, if some of the top Juniors who are College bound and have played pro tour events (in the summer), how does that effect their College eligibility? What happens if they actually win money?....do they have to decline it?...are they allowed to keep a minimum of the monies? How does it work?

College players can keep only expense related monies. I am guessing if a plane ticket from Miami to Vancouver costs $700 and hotels were $500 for the week they can at least recoup those costs but that is it.
I would probably check with a compliance officer at your university for a better answer.

Easiest thing to do is Google "amateurism guidelines". You'll get a link to the NCAA guidelines. Sometimes difficult to decipher; sometimes you have to refer to by-laws to find out what they mean, but it's all spelled out.

They made it a bit easier recently by upping the allowed expenses but finding out the rules is tough due to volumes of ncaa rules.
