Is there a max number or percentage? If so, does it vary by league/section?

For example, If I have a 3.5 team, with a minimum of 8 players, how many of them can be 3.0s?

Each section gets to determine their rules for minimums and they vary somewhat, but I believe it is 50% must be at level players in my section. There are also exceptions in cases where a team goes to Nationals and chooses the move-up option of the move-up/split-up rule.

In my section it is 25% below level.

I think our section is at least 50% or 60% at level (and therefore at most 40% or 50% below level). However, in practice, I have seen many teams violate this and nothing has ever been enforced. This is a hard one to enforce because, what are you going to do? Kick a team out of a league after the league has already started? It just won't happen.

Thanks for all the replies. I emailed my league coordinator yesterday and this is what she said:

"4 is the max without an appeal. If you send an appeal and it is approved, you can get 5."

I guess it really does vary a lot between sections.
