When i go for my first serve, i generally try to make contact with the ball up high where my arm is fully extended. My question is, when I go for my second serve, which is usually a slice or kicker, should I let the ball drop a little further to get more over the top of it, or should i still be making contact up high?

No. You want to hit all your serves at full extension. Better consistency, pronation, delivery of racquet head speed, spin, etc.

I can't think of a good reason to hit the ball at less than full extension.
