    My budget is $1000.
    I need an electric stringer.
Should be stand up and not table top.
Of course constant pull and fixed clamps.
Anyone know a machine like this?
Preferably no Eagnas as I have heard bad things about this company.

The Gamma Progession ES II and Gamma X-ES are under $1000 but are both toble tops machines. You can get a optional stand later for them though.

If you want all of that in a quality machine, save more money. I suspect you will regret any inexpensive electronic machine. However, with your budget you can get a top quality upright crank (Alpha, Gamma and almost a Neos). Of course, if you believe that constant pull is crucial, none of those will help you either unless you wish to add a Wise later.

All of the recommendations are good machines. You will not go wrong with any of them, including the DG.

You could always buy a nice crank like the alpha, gamma etc and add a wise later on. $1000 sounds like a lot of money but for what you are looking for your options are limited. Either keep saving or compromise your wants.
