How can a player go from 4.5 to 3.5 after 5 years?

What types of reason(s) allow double rate downs?

Just funny seeing a former 4.5 kicking *** in Mixed 6.0. Just have to ask, WHY?

They could sign up with an entirely new account. Happened in a tournament here a couple months ago. Guy signed up for 3.0 tournament and was a self rate. His opponent did some looking around on USTA and saw a guy with the same name who 3 years ago was a 4.0. He ended up reporting it to the tournament director who booted the guy. I'd send this to your local league coordinator.

He used the same one. His past records show up under the same account.

When you haven't played for 3 years, you are required to self-rate. You are supposed to have to self-rate at at least the same level as your prior rating, but perhaps the system allowed him to self-rate as a 3.0, or he went through the appeals process to self-rate lower.
