I have just started playing tennis for fun this summer. I am 14 almost 15 in march. I have only learned tennis from my high school tennis coach. I am on the team.

    I'm in southern california
I'm most likely going to sign up for a membership at this local tennis center.
Probablly going to do 1-2 group lessons and 1 private lesson a week.
I really really want to get to a high level even pro. I am determined.

How can i get into like USTA tournaments?
Is going into USTA the only way to get an NTRP rating?

As a junior, you dont need an NTRP rating. Rankings act as ratings for juniors. Just join the USTA, and sign up for novice or maybe challenger tournaments to start. Because you are ALMOST 15, i'd say sign up for the 16's and grow into it.

^ You can join online: www.usta.com

and yes, it costs money for membership and for each tournament you place (usually for doubles and singles, but sometimes, doubles and singles are combined).

The quickest way is to join online (Or call the Toll Free Number). You can apply (and pay the fees) at a USTA sanctioned event, but why wait ? With membership, you get some nice bene's including a subscription to Tennis mag.

What is your local 'Tennis Learning Center' ?
