I love how they somehow manage to "forget" me on the list every year!

From the USTA Texas Section website:

If I am a 4.0 player and get an early season league rating of 4.5, can I still play in my league? Yes, you can finish out the season, as well as attend the sectional and national championships. You may not, however, begin a new season, such as a fall league. These ratings do not affect Combo, Mixed Doubles, Tri-Level, Adult 55 & Over and Adult 65 & Over leagues. These leagues will be using 2012 year-end ratings.

What level can I play at sanctioned tournaments? Early season league ratings do not affect the level you play in sanctioned tournaments. If you are a 4.0 player and you received a 4.5 early season league rating, you can continue to play sanctioned tournaments at the 4.0 level. If you are 4.0 player and you receive a 3.5 early season league rating, you have to continue to play at the 4.0 level or higher. For sanctioned tournaments, your original rating stays in effect until the end of the year ratings are posted.

curiously, so what is the point of the early season ranking.
    just for new leagues?

Also given the names not on the list is this a change list?
only ppl who ranks have changed? i can't access the other url directories to gleam more info.

Just got into league tennis last year and all the bruhahaha around rankings is interesting.

Correct, leagues that start their season after early start ratings come out can use the early start rating rather than the rating a player started 2013 with. In the case of Texas, from what cll30 posted, it appears this is just the Fall league.

I don't know about Texas, but in the PNW section, we have leagues that will progress to a 2014 national championship that start in the fall of 2013, so the idea is that if a player has already demonstrated they should be bumped up or down, they should play at that new level rather than playing using their 2013 rating that may be wildly incorrect come 2014 when the season will end.

i actually only lost one match... however it was to a 4.5 so that must have been what dropped me down. i'm so happy though. i can play ALL of the local leagues. i can be ona team that will compete at sectionals. just where i want to be.
